Openreach relax rules for FTTP Priority Exchanges in lead up to PSTN Switch Off
On 6th February 2026, Openreach announced their intention to relax rules surrounding FTTP Priority Exchanges, enabling bulk migrations of WLR-based services to Single Order technology.
Under the previous FTTP Priority Exchange Stop Sell rules, after the implementation date for an exchange had passed, SOGEA or SOADSL solutions could no longer be ordered. If exceptions were required, substantial evidence had to be submitted for each specific case.
From 16th February 2026 to 30th October 2026, Openreach will no longer require evidence of attempted FTTP provision and CPs will instead be allowed to choose the most appropriate Single Order technology for their customer. This will enable you to carry out bulk migrations from WLR and associated broadband products to either SOGEA or SOADSL in these exchanges, helping you accelerate your All-IP transformation.

Please note that once the FTTP Priority flags have been removed, a SOGEA order must be placed within the window otherwise an FTTP order will need to be placed.
This incentive is only in place for FTTP Priority Exchanges within Great Britain, this excludes Northern Ireland.
Any assets within Non-FTTP Priority Exchanges can still order the appropriate All-IP Broadband solution available within those exchanges.
