Preparing your customers for the PSTN Switch Off

The Public Switched Telephone Network (PSTN) will reach the end of its life on 31st January 2027. After this date, any services supported on Wholesale Line Rental (WLR) will need to move to alternatives.

The PSTN Switch off will impact traditional voice and broadband solutions, and any additional services utilising these lines. When this service is switched off, the broadband product will need to move to a Single Order variant such as FTTP, or SOGEA or SOADSL where full fibre is not yet available, in order to retain the connection.

Stop Sell & Exchange Exits

The Stop Sell Policy is triggered when over 75% of premises in an exchange have Customer Ready for Service (CRFS) Ultrafast coverage, measured against the Total Network Address Points within the exchange.

Notification of Stop Sell occurs either once this threshold is reached or if it’s highly likely to be achieved within 12 months; otherwise, implementation is delayed until the threshold is met.

As of 5th June 2026, there will be 1,295 Exchanges under Order Restriction Implementation Rules. For a full list of the affected exchanges, please click here.

There are a further 363 exchanges with an Order Restriction Implementation Date confirmed and another 50 TBD. The total exchanges targeted for Order Restriction Implementation is 1,732 Exchanges (including Salisbury Trial).

Edge Cases/Specialist Lines

The PSTN Switch Off affects more than voice and broadband services. Many lines have additional services on them that are at risk. You need to understand what is on each line and ensure you have a clear plan for migrating these services to All-IP where necessary.

Frequently Asked Questions

The PSTN supports a number of Openreach products: WLR3 analogue, ISDN2, ISDN30, LLU SMPF, SLU SMPF, Narrowband Line Share and Classic products. These products are generically referred to, as part of the industry programme, as WLR products. When the analogue network closes in 2027 these products will no longer be available.

Partners who do not migrate their PSTN Single Line services by January 2027 will see Openreach begin the conversion of these lines to EVAc (Emergency Voice Access). Openreach has not yet published commercial pricing, order processes, or rollout timelines for EVAc. However, Giacom expects this option to be more costly than PSTN Single Line pricing from October this year. EVAc will not support all existing call features or select services currently available on PSTN Single Line, and it cannot support Broadband in any form. Early migration is therefore the most effective way to avoid service limitations, capacity constraints during peak demand, and multiple price increases this calendar year.

You can migrate your customer to a single order broadband product. The voice service will stop working and effectively becomes redundant in this instance. Voice service is an optional add-on to your broadband service.

We understand that not all customers are the same in terms of their usage. For example, a business may only rely on processing transactions payments on a line and does not require IP Voice or broadband for business applications. In these circumstances, a low bandwidth package is available (0.5 mbps) which Giacom can provide.

The withdrawal of PSTN copper services has a deadline of 31st January 2027 which means any services still live on this date will be ceased. It is imperative that you prepare your customers now to avoid them losing service. The longer you wait, the higher the risk is to you and your customers.
